Terms of Service

1. Acceptance of Terms

These Terms of Service ("Terms") govern your access to and use of the bloc.sg website, mobile site, and related services (collectively, the "Service", or "Bloc"). By accessing or using the Service, you agree to be bound by these Terms. If you do not agree, do not use the Service. These Terms are governed by the laws of the Republic of Singapore.

2. What Bloc Is

Bloc is an online property advertising platform. The Service allows property agents who are duly registered with the Council for Estate Agencies ("CEA") to publish property listings, and allows the public to view those listings and contact the listing agent directly. Bloc's role is limited to providing the technology that enables agents to advertise properties.

3. What Bloc Is Not

Bloc is not a licensed estate agent and does not carry out estate agency work within the meaning of the Estate Agents Act 2010 of Singapore ("EAA"). In particular:

  • Bloc does not take any commission on listings. Bloc does not charge, receive, or share in any commission, brokerage, referral fee, success fee, or other transaction-based fee from any agent, owner, buyer, seller, landlord, or tenant. Bloc's revenue is from platform fees (such as subscriptions and featured-listing fees) only.
  • Bloc does not link buyers to sellers. Bloc does not introduce, refer, or match buyers, sellers, landlords, or tenants to any specific agent, listing, or counterparty. Bloc does not operate a lead-routing or matchmaking service. Members of the public choose which listings to view and contact the listing agent of their own choice.
  • Bloc does not provide property advice. Nothing on the Service is, or should be relied upon as, professional advice on whether to buy, sell, rent, lease, finance, develop, invest in, or value any property. Any market data, price ranges, transaction history, summaries, suggestions, or other content on the Service is general information only and is not advice for your individual circumstances. If you need professional advice on a property matter, consult a CEA-registered salesperson, a licensed valuer, a qualified lawyer, or another appropriate professional.
  • Bloc does not negotiate, convey offers, counter-offers, proposals, or expressions of interest between any parties.
  • Bloc does not represent or act on behalf of any buyer, seller, landlord, or tenant in any property transaction.
  • Bloc does not hold, receive, or transmit any deposit, rent, purchase price, or other transaction monies.
  • Bloc does not provide professional valuations of property for any regulated purpose, including financing, taxation, accounting, dispute resolution, or any matter before a court or tribunal.

All discussions, viewings, negotiations, agreements, and transactions are matters solely between the listing agent (and their licensed estate agency) and the prospective counterparty. Bloc is not a party to any such transaction and accepts no responsibility for it.

4. Your Account

You are responsible for maintaining the confidentiality of your account credentials and for all activity that occurs under your account. You must provide accurate information when registering and keep your information up to date. You must notify us promptly of any unauthorised use of your account.

5. Agent Eligibility and Warranties

If you register as an agent or publish any listing on the Service, you represent and warrant on a continuing basis that:

  • you are a salesperson currently registered with the CEA ("RES") and attached to a licensed estate agency in good standing, and your CEA registration is not suspended, lapsed, or revoked;
  • your licensed estate agency has authorised you to advertise on the Service and to do so under its name and licence;
  • for each listing you post, you have obtained the prior consent of the property owner (or the owner's authorised representative) to market the property, as required by regulation 3 of the Estate Agents (Estate Agency Work) Regulations 2010;
  • each listing complies with the CEA's advertising rules and Code of Practice, including the requirement that the advertisement display your full name, your CEA registration number, and the name and licence number of the licensed estate agency you are attached to;
  • all information you submit, including property details, addresses, prices, photographs, floor plans, and documents, is accurate, not misleading, and lawful for you to publish; and
  • you will not use the Service to facilitate any conduct that breaches the EAA, the regulations made under it, the CEA Code of Ethics and Professional Client Care, the CEA Code of Practice, or any direction or guideline issued by the CEA.

You are solely responsible for ensuring your listings comply with all applicable laws and CEA requirements. Bloc does not pre-vet the contents of any listing for legal or regulatory compliance, and providing technical fields for the required disclosures does not constitute legal advice.

6. Listing Content and Display Requirements

You grant Bloc a non-exclusive, royalty-free, worldwide licence to host, display, distribute, reproduce, and modify (for format and presentation only) the content you submit, for the purpose of operating, promoting, and improving the Service. You retain ownership of your content and may remove it at any time. Bloc may apply a watermark or other attribution to images uploaded to the Service.

You must not post content that is unlawful, defamatory, infringing, deceptive, discriminatory, or that you do not have the right to publish. Bloc reserves the right to remove or modify any listing or content that, in its sole discretion, breaches these Terms, breaches applicable law or CEA requirements, or is the subject of a credible complaint.

7. Takedowns, Compliance, and Cooperation with the CEA

Bloc will cooperate with the CEA and other Singapore regulators in respect of any listing or user on the Service. We may, without prior notice, suspend, remove, or edit any listing, or suspend or terminate any account, where we receive a complaint or notice from the CEA, a property owner, or any other party that raises a credible compliance concern, or where we otherwise reasonably consider it necessary to comply with law or to protect the integrity of the Service.

8. User Conduct

You agree not to:

  • post false, misleading, or unauthorised property information;
  • scrape, copy, or republish listings or other content from the Service except as expressly permitted;
  • circumvent any access, security, or rate-limiting controls of the Service;
  • send spam, unsolicited marketing, or harassing messages through the Service, or use the Service in breach of the Spam Control Act 2007 or the Do Not Call provisions of the Personal Data Protection Act 2012;
  • impersonate any person, including any other agent or any agency; or
  • use the Service for any unlawful purpose or in any way that could damage, disable, overburden, or impair the Service.

9. Subscription Plans and Fees

Bloc offers subscription plans for agents at various tiers. By subscribing to a plan, you agree that:

  • subscription fees are charged in Singapore Dollars (SGD);
  • fees are billed in advance on a recurring basis (monthly or annually, depending on your selected billing cycle); and
  • all prices are inclusive of applicable taxes unless otherwise stated.

Subscription fees are paid to Bloc for access to the Service. They are not commission, brokerage, or any form of success fee, and they are not contingent on any property transaction.

10. Automatic Renewal

Your subscription will automatically renew at the end of each billing period (monthly or annually) unless you cancel before the renewal date. By subscribing, you authorise us to charge your payment method on file for the applicable subscription fee at the start of each new billing period.

For monthly subscriptions: your subscription will automatically renew each month on the same date as your initial subscription, and your payment method will be charged the then-current monthly fee.

For annual subscriptions: your subscription will automatically renew each year on the anniversary of your initial subscription, and your payment method will be charged the then-current annual fee.

We will attempt to notify you via email before each renewal. Failure to receive such notification does not affect the validity of the renewal or your obligation to pay.

11. Payment Methods and Failed Payments

You must provide a valid payment method (credit card or debit card) to subscribe. Payment information is securely processed by our payment provider, Stripe. We do not store full card details on our servers.

If your payment method fails, we will:

  • attempt to charge your payment method again over the following days;
  • notify you via email of the failed payment; and
  • request that you update your payment information.

If we are unable to collect payment after multiple attempts, your subscription may be suspended or cancelled, and your access to agent features (including active listings) may be restricted.

12. Cancellation

You may cancel your subscription at any time through your account dashboard or by contacting our support team. Upon cancellation:

  • your subscription will remain active until the end of your current paid billing period;
  • you will continue to have full access to all features until that period ends;
  • no further charges will be made after cancellation takes effect; and
  • your listings will be unpublished when your subscription ends.

To avoid being charged for the next billing period, you must cancel before the renewal date.

13. Refund Policy

All subscription fees are non-refundable. When you cancel, you will not receive a refund for any remaining time in your current billing period, but you will retain access to all paid features until that period ends. We may, at our sole discretion, provide refunds or credits in exceptional circumstances. Refund requests should be directed to our support team.

14. Price Changes

We may modify subscription prices at any time. If we change the price of your subscription plan:

  • we will notify you at least 30 days before the new price takes effect;
  • the new price will apply from your next billing period after the notice period; and
  • if you do not agree to the new price, you may cancel before it takes effect.

15. Credits and Promotional Features

Subscription plans include a monthly allocation of credits for promotional features (boosting, featuring listings, and similar). Credits:

  • are granted at the start of each billing period;
  • do not roll over to the next billing period;
  • have no cash value and cannot be refunded; and
  • expire at the end of each billing period or upon subscription cancellation.

16. Market Data and Estimation Tools

Bloc may provide market data, price ranges, transaction history, and other informational tools derived from public data sources (including data published by the Urban Redevelopment Authority, the Housing & Development Board, and data.gov.sg). Any such output is an informational estimate based on public data and is provided on an "as is" basis. It is not a professional valuation, is not prepared by a licensed valuer, and must not be relied on for any regulated purpose, including mortgage lending, taxation, accounting, court or tribunal proceedings, or any other matter requiring a formal valuation. You should obtain advice from a licensed valuer for any such purpose.

17. Intellectual Property

The Service, including its software, design, trademarks, and branding (including the names "Bloc" and "bloc.sg"), is owned by Bloc or its licensors and is protected by intellectual property laws. Except for the licence to use the Service granted to you under these Terms, no rights are granted to you in respect of any Bloc intellectual property.

18. Privacy and Personal Data

We process personal data in accordance with the Personal Data Protection Act 2012 and our Privacy Policy, available at /privacy. By using the Service, you acknowledge our Privacy Policy. Marketing communications are sent only where permitted under applicable law, and you may withdraw your consent at any time.

19. Disclaimers

The Service is provided on an "as is" and "as available" basis. To the maximum extent permitted by Singapore law, Bloc disclaims all warranties, express or implied, including warranties of merchantability, fitness for a particular purpose, and non-infringement. Bloc does not warrant that listings are accurate, complete, or current; that agents will respond to enquiries; or that the Service will be uninterrupted or error-free.

20. Limitation of Liability

Bloc is not a party to any property transaction. We are not liable for any dispute, loss, or damage arising out of or in connection with any communication, negotiation, agreement, viewing, or transaction between users, agents, owners, or any other parties. To the maximum extent permitted by Singapore law, our total aggregate liability arising out of or in connection with the Service or these Terms shall not exceed the fees you have paid to Bloc in the twelve (12) months preceding the event giving rise to the claim. Nothing in these Terms excludes liability that cannot be excluded as a matter of Singapore law.

21. Indemnity

You agree to indemnify and hold harmless Bloc and its officers, employees, and contractors against any claim, loss, liability, damage, cost, or expense (including reasonable legal fees) arising out of or in connection with: (a) your breach of these Terms; (b) your breach of the EAA, the regulations made under it, the CEA Code of Ethics and Professional Client Care, the CEA Code of Practice, or any other applicable law or regulatory requirement; (c) any content you submit to the Service; or (d) any transaction or dealing between you and any other user or third party arising from your use of the Service.

22. Termination

We may suspend or terminate your account at any time, with or without notice, if you breach these Terms, if you engage in fraudulent or unlawful activity, or if we receive a credible compliance complaint concerning your conduct. You may terminate your account at any time, subject to the cancellation provisions above. Sections that by their nature should survive termination (including sections 3, 5, 16, 17, 19, 20, 21, and 23) will survive.

23. Changes to Terms

We may modify these Terms from time to time. We will notify users of material changes via email or through the Service. Continued use of the Service after changes take effect constitutes acceptance of the revised Terms.

24. Governing Law and Dispute Resolution

These Terms shall be governed by and construed in accordance with the laws of the Republic of Singapore. Any dispute arising out of or in connection with these Terms shall be subject to the exclusive jurisdiction of the courts of Singapore.
